Comprehensive
Scheme Update
We've
published our comprehensive scheme update and environmental
impact statement and offer you an opportunity to download this
comprehensive study on our alternatives for moving into the
21st Century. We prepared this document, beginning in
April 2002 as a guide to the development of our nine waterfront
properties and for the acquisition of other properties as required
by Chapter
53.20 of the Revised Code of Washington (RCW),
which mandates that we provide and update a comprehensive scheme
of proposed
capital improvements. This document serves to communicate
with you regarding our public expenditures. We generally
update every 20 years, or sooner, in response to changing priorities
within our Port District and requirements from our funding
sources.

The
1994 Comprehensive Plan Guidebook prepared by the Washington
Public Ports Association notes that a Comprehensive
Plan or Comprehensive Scheme (the terms are interchangeable),
"should
provide enough information so that an average citizen can understand
where capital spending will be dedicated." It differs
from city or county municipal planning and should also be distinguished
from individual site planning. A comprehensive scheme
is conceptual in nature, while individual site planning is
more detailed and directed toward specific projects.
